conferees consisting of Senate and House members failed again
yesterday to agree on final language of legislation that would
allow American Samoans in the military to register and vote absentee

for May
Senators
approved yesterday a Senate Concurrent Resolution requesting
that U.S. Sen. Edward Kennedy and Rep. George Miller "apply
their efforts" in order "to suspend imposition of the
