ASPA Board appoints Katrina Mariner as new Executive Director
Pago Pago, AMERICAN SAMOA — The American Samoa Power Authority (ASPA) Board of Directors is pleased to announce the selection of Katrina Mariner as the new Executive Director of ASPA following a comprehensive and competitive recruitment process.
Ms. Mariner brings over 15 years of total experience in water and utilities engineering and operations, including her current role as Water and Wells System Engineer at ASPA, where she has led critical infrastructure projects and operational improvements. Her prior experience includes leadership and technical roles with the Samoa Water Authority and the Ministry of Natural Resources and Environment, where she managed water resource programs, groundwater systems, and national-level infrastructure initiatives.
She holds a Master of Science in Water Resources Management and Sanitary Engineering from Leibniz University Hannover, a Bachelor of Science in Marine and Environmental Science from the University of Auckland, and a Bachelor of Science in Applied Business Management from Brigham Young University. Ms. Mariner also holds multiple professional certifications in hydrological modeling, water resource management, and environmental systems.

The Board looks forward to working closely with Ms. Mariner as she leads ASPA in delivering reliable, efficient, and sustainable utility services to the people of American Samoa.
Her appointment will take effect upon execution of an employment agreement, with a structured transition to ensure continuity of operations.
