Man identified as alleged burglar after police observe him on store’s surveillance cameras

Pago Pago, AMERICAN SAMOA — On July 13, 2026, an individual contacted the Tafuna Police Substation (TPS) and reported a burglary at O&O Inc. in Nuuuli. 

The suspect reportedly fled the scene and remains at large but was later charged with: 

Count 1: Burglary in the Second Degree, a class C felony punishable by imprisonment for up to seven years, a fine not more than $5,000, or both imprisonment and fine;

Count 2: Stealing, a class C felony punishable by imprisonment for up to seven years, a fine not more than $5,000, or both;

Count 3: Trespass, a class B misdemeanor punishable by imprisonment for up to six months, a fine of not more than $500, or both; and,

Count 4: Property Damage in the Second Degree, a class A misdemeanor punishable by imprisonment for up one year, a fine not to exceed $1,000, or both.

The defendant’s bail was set at $5,000.

According to the court affidavit, the incident occurred at approximately 7:00 a.m., with police identifying the suspect as Koga Siufo'a, who was allegedly captured on the store's surveillance cameras during the break-in.

The investigation began after the general manager of O&O Inc., contacted the TPS to report the burglary and request immediate police assistance.

At the store, police officers made initial contact with the store manager who directed them to the store's main office. As they made their way toward the third floor, where the main office was located, the investigating officer observed that the checkout counters throughout the store were in disarray. 

The checkout areas appeared to have been heavily disturbed, while the remainder of the store appeared to be relatively normal. The condition of the checkout counters immediately drew the attention of investigators.

According to the reporter, the break-in was discovered that morning when employees arrived to open the store. She told investigators that at approximately 8:00 a.m. on July 13th, employees noticed the burglary.

The first-floor checkout station was reportedly in complete disorder. Furthermore, the store manager stated that one of the cash registers had been pulled onto the floor, with items scattered throughout the area. When she went to open the main office, she reportedly discovered similar damage.

The investigation found that multiple cash registers had been damaged and that two touchscreen phones used to provide ASTCA and Bluesky e-charge services were missing.

Police photographed the scene before proceeding with their investigation.

Investigators reviewed the store's surveillance-camera footage. According to the investigating officer, the footage showed an individual inside the store during the burglary; and the officer stated that the person in the footage was recognized as Koga Siufo'a.

The surveillance video reportedly showed Siufo'a climbing or leaning over the first-floor checkout counter and rummaging through the checkout area. In addition, the suspect was seen searching the counters for keys and attempting to open one of the cash registers. Investigators reported that the surveillance footage provided a clear view of the suspect's face.

Police instructed the store manager to preserve and retrieve a copy of the surveillance footage on a flash drive for evidence of the crime for their investigation.

Police also searched for point of entry, and began canvassing the surrounding area to determine how the suspect entered the building.

During their search, officers noticed what appeared to be a large dent in a warehouse door. However, investigators determined that the opening created by the dent did not appear large enough for a person to enter through.

The officers continued searching for another possible entry point, and were assisted by the warehouse manager, who accompanied police as they inspected the building.

During the search, officers discovered a loose board that was part of the store's wall. When the board was pulled back, it revealed a large opening. According to investigators, the opening was large enough for a person to fit through. The warehouse manager reportedly told police that the wall had never previously had a loose board. The discovery provided investigators with a possible point of entry into the business.

O&O Inc. provided police with a list of the property that had been damaged or stolen during the break-in, along with the estimated dollar value of the loss.

According to the report, three cash registers were damaged and the owner estimated the value of each damaged register at approximately $300, totaling an estimated loss of $900.

The value of the two Samsung touchscreen phones allegedly stolen were valued at $169 for the one used for ASTCA e-charge services and $119 for the second one used for Bluesky e-charge services — totaling $288.

Based on the values provided by the business, the reported property loss and damage totaled approximately $1,188.00.

According to the investigation, at the time of the police report, the suspect was described as still being at large.

The surveillance footage, photographs of the damaged property and evidence regarding the suspected point of entry were collected as part of the investigation. Police also documented the statements of the store manager and warehouse manager regarding what they observed after the break-in was discovered.

With the suspect identified but reportedly having fled the scene, police continued their investigation into the burglary and property damage.

The available report does not indicate that the suspect had since been arrested at the time the court affidavit was filed.

The affidavit was filed in the District Court on July 22, 2026.

As with all criminal cases, the allegations outlined in court filings remain accusations at this stage, and the defendant is presumed innocent unless and until proven guilty in a court of law.
