Meth found in a large flat rate box at the post office

Pago Pago, AMERICAN SAMOA — A courier for the American Samoa Power Authority, Chris Seui, has been charged after picking up a package from his personal mail at the post office that contained baggies of methamphetamine.

Seui is facing three criminal charges: possession of an uncontrolled substance (methamphetamine) with intent to distribute, possession of an illegal controlled substance, and importing contraband.

He made his initial appearance last week in the District Court, where his bail was set at $20,000. 

Court filings indicate that police received a request for assistance from Customs at the Post Office regarding the discovery of drugs in a large flat-rate box. The investigation identified Chris Seui, who is employed as a courier for the American Samoa Power Authority (ASPA). Seui had come to collect ASPA's weekly mail as well as his personal mail. 

It's alleged that during a routine inspection of his personal mail, a Customs Agent discovered the drugs. 

Customs officer Vivao, who inspected Seui's postal package, apparently found various clothing items. However, one of the t-shirts contained what appeared to be a bulky object inside. Upon unfolding the t-shirt, it was discovered that the three medium-sized clear packages contained the white crystalline substances.

According to the Customs Agent, when questioned about the ownership of the flat-rate box, the defendant immediately denied owning it and having any knowledge of it.

The white crystalline substance was tested by the Police using the Methamphetamine Field Test Kit at the Fagatogo Police Station, and the results confirmed it was methamphetamine.
