TALOFAPass repurposed to American Samoa Traveler Declaration portal

Pago Pago, AMERICAN SAMOA — With the elimination of the requirement to register on the TALOFAPass web system for pre-approval to enter American Samoa, effective Nov. 15, the government has now launched a new online platform, the American Samoa Traveler Declaration portal, which went live as of yesterday morning.

“A traveler entering American Samoa must complete a health declaration. For convenience, traveler can submit responses using this online web portal, or traveler will be required to complete a health declaration paper form upon arrival in American Samoa,” according to a statement posted on the portal.

“If you previously registered for a TALOFAPass account, your information has been saved and you can use your same login information to complete your health declaration,” it says.

And if the traveler did not previously register on TALOFAPas, the person is asked create a new Traveler Declaration account (online at: https://travelerdeclaration.as.gov).

The portal provides details of how to create a travel profile, what’s needed for the profile; travel information; and responses to travel declaration questions — which are uploaded to the new portal.

A statement on the travel declaration portal, reiterates that ASG has removed many entry restrictions that were put into place during the global COVID-19 pandemic.

As of November 15, 2022, being fully vaccinated against the COVID-19 virus is no longer a requirement to enter American Samoa. Travelers will no longer be required to submit proof of COVID-19 vaccination, or apply for vaccination exemptions, in order to enter the territory. Additionally, TALOFAPass registration is no longer an entry requirement into American Samoa.

“We are thankful to our residents and visitors who complied with the travel requirements through use of the TALOFAPass system,” the statement says. “While we are reducing many restrictions, we also recognize the need to remain vigilant against future health emergencies and continue to secure our borders.”

“We will continue to utilize technology to help us accomplish this, and better provide services to our residents and visitors,” it says.

Gov. Lemanu P.S. Mauga in his new COVID-19 Emergency Declaration, effective Nov. 15, removes several COVID-19 restrictions including the required TALOFAPass registration and COVID vaccination to enter the territory.

In a brief statement yesterday morning, the governor said that in this new version of the Emergency Declaration, several of the “restrictions [are] lifted as American Samoa shifts toward long-term recovery.”

He also said that “this decision comes as a result of recommendations from the Covid-19 Task Force leadership and based on the current state of Covid-19 in the Territory.”

The statement points out that all travelers must complete the health declaration — about 8 questions, either online via the American Samoa Travel Declaration Portal or via physical forms upon arrival.

Additionally, travelers who have previously been approved on TALOFAPass for upcoming flights need not take further action.

And ASG  “highly encourages” all travelers to complete the Travel Declaration online prior to travel for “expedited entry”.
