Village disturbance appears to stem from curfew violations
Pago Pago, AMERICAN SAMOA — On June 28, 2025, Faga’itua Police Station received a call regarding a disturbance involving a man who was yelling profanities and being disrespectful during a village curfew.
The suspect was later arrested and charged with Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine of $500, or both imprisonment and fine.
The defendant’s bail was set at $300.
Court records revealed that on June 28th, at approximately 6:40 p.m, the East Police Substation received a call from the Fagatogo Police Station regarding a public peace disturbance in progress.
Police officers responded to the call and upon arrival, they observed multiple individuals on the scene. The officers met up with the people at the scene to verify any witnesses who were involved in the incident.
The officers were able to locate four witnesses and spoke to them individually regarding what happened.
They all verbally stated that after their village curfew at 6:00 p.m, people are not allowed to roam outside but to stay indoors for evening prayers.
Unexpectedly, the suspect (identified as Clinton Tofaeono) rode his bike down the road while intoxicated and caused a disturbance by yelling out profanities and a war cry (fa’aūmu) during curfew which was disturbing and disruptive to the families during prayer time.
The witnesses explained that they tried to ask and stop the suspect from making any more disturbance and told the suspect him to go home. However, he refused to listen and started getting louder and continued to yell profanities towards them.
The officers also spoke to one of the witnesses who was there at the beginning of the incident and he pointed out the directions of the suspect’s home. The witness also identified the suspect as Clinton Tofaeono.
The officers then proceeded to the suspect’s home and upon arrival, they observed the suspect outside his home. The suspect was apprehended and escorted to the east-side substation.
During the suspect’s booking, he voluntarily stated that he was assaulted by an unknown individual known as Farani Farani (one of the witnesses) when he was minding his own business.
The suspect appeared intoxicated and reeked with the smell of alcohol. The suspect was asked if he needed medical treatment but he refused, according to the police record.
He was later booked and confined at the Tafuna Correctional Facility to await the next available sitting of the District Court.
Clinton Tofaeono is identified as 32-year-old U.S National.
