Woman who allegedly appeared intoxicated arrested in Pago Pago
Pago Pago, AMERICAN SAMOA — On December 10, 2025, police arrested a woman early Wednesday following an alleged early-morning disturbance outside a retail store in the village of Pago Pago.
Catherine Loe was later arrested and charged with Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine not to exceed $500, both imprisonment and fine.
The defendant’s bail was set at $500.
According to the affidavit filed in the District Court on Dec. 10th, at approximately 12:53 a.m. on the same day, officers at the Fagatogo Police Station received a call reporting that a woman was allegedly shouting and creating a public nuisance in front of a store in Pago Pago and the caller requested police assistance.
Officers responded to the scene using two police units and made contact with the reporting party upon arrival. The reporting party identified the woman who was the suspect.
Police attempted to interview Ms Loe at the scene; however, officers noted that she appeared highly intoxicated and was unable to participate in a coherent interview at that time.
Police said the reporting party, later identified as Loe’s brother, informed officers that his father wanted him to bring his sister home so they could have a talk. He asked police to escort them home, to which they agreed, allowing them to conduct further investigation of the incident.
However, while en route, police reported that Loe opened the passenger door of the vehicle and hopped outside and began shouting and using profane language, drawing attention and creating a safety concern.
Police immediately intervened, apprehended Loe, and placed her inside a police unit to prevent further disruption and ensure her safety.
The suspect was transported to the Fagatogo Police Station, where officers continued their investigation. At the station, police conducted interviews with Loe’s brother and another individual (witness), who had been with Loe earlier in the evening.
According to the reporter/ brother’s written statement, “He received a call from his father regarding his sister making loud noises on the main road” and asked “him to assist his young brother to either bring the suspect home or call the Police station to calm her down.”
He continued that when he arrived on the scene, his sister was cussing and yelling and that’s when police arrived, who he advised to speak with his father. They all agreed and got his sister into his vehicle, but when he backed up the vehicle to make his way home, his sister “managed to open the passenger door and jump out of the vehicle, this is when the police intervened and detained her.”
The witness’ statement, according to the affidavit, noted that “I was with her the whole time we were drinking and then she went in the house because someone was on the phone. Then I came in the house to eat, I could see the changes in her, she wasn't talking but she was on the phone with someone. One thing for sure she was drinking too much and started walking down the street and swearing, we were trying to calm her down."
Following the investigation, Catherine Loe was booked and transported to the Tafuna Correctional Facility, where she was confined pending the next sitting of the District Court.
