Pago Pago, AMERICAN SAMOA — Roy J. D. Hall Jr. has officially been appointed as an Administrative Law Judge for American Samoa. Governor Pulaalii Nikolao Pula made the appointment in a general memorandum dated May 22, 2026, after a review process that recognized Hall's extensive qualifications and experience in law.

The Office of Administrative Law Judge plays a crucial role in the government, with the authority to conduct formal hearings and issue binding decisions on various claims, including workers' compensation. Additionally, this office addresses controversies, grievances, and administrative appeals initiated by government employees concerning employment matters. These matters encompass a wide range of issues, including hiring practices, termination processes, suspensions, and disciplinary actions.

Governor Pulaalii has highlighted Hall's impressive career, which spans over five decades of dedicated service to both the legal field and the community at large. Hall commenced his professional journey in 1974 with a private legal practice in the Territory of American Samoa, where he gained significant experience and respect within the legal community. His commitment to the rule of law was further demonstrated during his tenure as Judge Pro Tempore of the District Court of American Samoa from 1989 to 2015, a role in which he presided over numerous important cases and made substantial contributions to the development of local legal precedents.

In his current capacity as the Deputy Attorney General of American Samoa, Counsel Hall provides essential legal guidance and representation for the government in a variety of legal matters. His extensive experience covers a diverse array of practice areas, including civil law, criminal law, commercial disputes, land and title issues, workers' compensation litigation, maritime law, aviation regulations, and various forms of government litigation.
