Pago Pago, AMERICAN SAMOA — The American Samoa Government Department of Public Works (DPW) has been awarded $800,000 in federal funding from the U.S. Environmental Protection Agency (EPA) Region 9 under the Sewer Overflow and Stormwater Reuse (OSG) Municipal Grants Program. 

The award, issued August 12, 2026, is 100 percent federally funded with no local match required. 

The grant will establish DPW's Stormwater Territory-wide Resource and Asset Management (STREAM) Program, which will develop American Samoa's first comprehensive stormwater asset inventory, territory-wide GIS mapping system, condition assessment framework, and capital planning process for stormwater infrastructure across Tutuila, Aunu'u, Ta'u, Ofu, and Olosega. The program will also support stormwater best management practices at 25 priority coastal outfall sites and build DPW's long-term capacity to manage its stormwater infrastructure. 

STREAM will use the information collected through the program to identify and prioritize future stormwater infrastructure projects and establish a stronger foundation for long-term infrastructure planning and investment.
