Economic development a key priority for Administration

Pago Pago, AMERICAN SAMOA — Governor Pulaalii Nikolao Pula noted that the proposed budget for Fiscal Year 2027 reflects an Administration focusing on building a stronger, more resilient, and self-sustaining economy rather than just achieving immediate fiscal stabilization. He acknowledged that while challenges persist, the progress made over the last two fiscal years lays a solid foundation for continued growth and responsible governance.

As reported earlier by Samoa News, the proposed budget totals $789.3 million, representing a 2 percent decrease from the FY 2026 budget.

Samoa News notes that two points should be acknowledged about the FY 2027 budget submission. First, the governor’s ceiling set forth in his call letter was for $133 million, while the budget documents are now reporting $137.9 million; and, second, it’s unknown if either ceiling amounts account for the government’s debt service or other pledged revenues — these are amounts that ASG are obligated pay before government operations are funded.

The Governor emphasized that American Samoa's long-term success relies on maintaining sound fiscal discipline and making strategic investments aimed at strengthening the economy, modernizing government operations, and enhancing the quality of life for residents. He points out that federal pandemic assistance programs are winding down, making the Territory increasingly depend more on sustainable local revenues, prudent financial management, and policies that foster private-sector investment and economic diversification.

The Pula and Pulu Administration says that it is committed to ensuring structurally balanced budgets, which are supported by realistic revenue projections and responsible spending controls, which safeguards essential public services while safeguarding the Territory's long-term financial health and minimizing reliance on one-time funding sources.

At the heart of its efforts is economic development — a key priority for the Administration. As such, the governor says it is focusing on investments in critical infrastructure — such as transportation, ports, broadband connectivity, energy resilience, water systems, healthcare facilities, and public safety — looking to create new commercial opportunities, enhance government services, and boost American Samoa's competitiveness within the Pacific region.

The Administration is touting several transformational initiatives that it believes are poised to positively impact the Territory’s economic outlook. They are:

The Google Le Vasa submarine cable project, once completed, will significantly enhance broadband capacity and improve digital connectivity for businesses, educational institutions, healthcare providers, and government entities.

The implementation of the Port Development Vision that aims to modernize maritime infrastructure, enhance regional trade, boost cargo efficiency, and position Pago Pago Harbor as a more competitive logistics hub in the Pacific.

The Administration states that it also recognizes that long-term prosperity hinges on strengthening the Territory’s workforce. As such, investments in education, vocational training, healthcare recruitment and retention, as well as workforce development programs, will continue to prepare American Samoa’s residents for emerging job opportunities while decreasing reliance on imported labor in critical sectors.

Enhancing government efficiency is another vital goal, the Administration is promoting — especially in how it handles its money. Ongoing modernization of financial management systems, tax administration, procurement processes, customs operations, and digital government services, it says will improve transparency, enhance accountability, boost revenue collection, and provide improved public services while gradually reducing administrative costs.

It is also addressing its longstanding financial obligations. The Administration states that it is committed to collaborating with stakeholders to strengthen the Government Employees' Retirement Fund, responsibly manage government liabilities, and enhance the Territory's long-term financial standing without compromising current public services.

Continuing, the Administration acknowledges that federal partnerships will remain crucial for American Samoa’s future. The Administration says it will actively pursue competitive federal grants, infrastructure funding opportunities, and strategic partnerships that leverage local investments. It will also advocate for equitable federal policies that address the unique geographic and economic challenges facing America's southernmost territory.

Despite uncertainties stemming from global economic conditions, inflationary pressures, fuel prices, supply chain disruptions, and geopolitical developments, the Administration says that American Samoa enters Fiscal Year 2027 from a position of improved fiscal stability compared to recent years. This is a result of conservative budgeting, disciplined financial management, and continued economic development investments that have fortified the Territory's capability to tackle future challenges while seizing emerging opportunities.

The governor characterized the Fiscal Year 2027 Budget as transcending mere annual financial planning; it embodies a long-term pledge to responsible governance, economic resilience, and sustainable growth.

For the upcoming budget review, the governor states that the Administration remains devoted to collaborating with the Fono, the Judiciary, federal partners, village leaders, and the residents of American Samoa. Though differences in perspective are natural within a representative governance framework, the shared responsibility to enhance the quality of life for those we serve remains unchanged.
