Pago Pago, AMERICAN SAMOA — The electronic TALOFAPASS system has officially gone live allowing travelers that have confirmed tickets for the inaugural commercial Hawaiian Airlines flight on September 13th to begin the registration and application process. Since the awarding of the contract to Data House last week, the firm has been working on overdrive alongside key ASG agencies to finalize preparations of the system for registration, application screenings, and approvals.

A recent zoom meeting on Saturday August 21st was attended by nearly 60 ASG leaders and staff members of key departments (Office of the Governor, AS Department of Health, Department of Legal Affairs, Department of Treasury) and key members of the Data House team to expedite key action items before rollout to the public.

TALOFAPASS aims to streamline the list of processes and requirements by providing a centralized portal whereby returning residents and travelers can create personalized profiles to upload trip details, vaccination cards, required documents, and receive periodic notifications for proof of covid-19 PCR test results.

It is a 21 day process consisting of registration, application, and pre-travel health checks which requires the timely proof of 3 negative PCR tests: 10 days prior to departure, 5 days prior to departure, and 2 days (48 hours) to departure. Tests results 5 days prior to departure and 2 days prior to departure must be provided in Hawaii. Eligible medicaid travelers will be able to get tested free of charge at an approved testing site location in Ala Moana.

Some 150 Travelers scheduled for the upcoming August 30th test pilot flight have been registered into the system to begin uploading required documents and automated email notifications on the 3 negative Covid-19 PCR test results. The COVID test requirement is a replication of the rigorous testing system in place during the pre-travel quarantine of the repatriation program that proved successful in preventing the entry of the virus into the Territory.

The Governor’s Authorized Representative (GAR) and Acting Governor Talauega Ale has waived the 21-day period to 14 days for the September 13th flight only. Travelers that have confirmed tickets for the September 13th flight are advised to visit the “TALOFAPASS” portal at [http://talofapass.as.gov] to create a profile and begin their application process no later than AUGUST 30th.
