Samoa extends State of Emergency – Flights announced and fines clarified

Apia, SAMOA — Samoa continues the month-by-month extension to its State of Emergency status in efforts to protect its borders and remain community Covid-19 free against the global pandemic.

Although 80% of infected cases do recover, the pandemic has claimed over 2.6 million lives and there are 21,097,518 infected persons as of this morning, while Samoa has had no community cases to date.

A statement from the Press Secretariat in Samoan and translated below by Samoa Global News, confirms the decision by Cabinet to extend Samoa’s SOE effective 15th of March to Sunday 11th April 2021. An extension to the Proclamation for State of Emergency with a few amendments below, is also extended for the same period. 

Amendments to State of Emergency Orders include clarification around penalties imposed upon individuals and companies for breaching SOE orders, a list of flights to and from Samoa over the next two months, and travel between Samoa and American Samoa as well as Samoa and Tokelau.

FINES FOR BREACHING BORDER RESTRICTIONS 

An initial fine of $15,000 tala shall be imposed upon any airline, shipping company, or fishing vessel that breaches an SOE Order. If breaches continue, however, those companies are up for a fine of $20,000 tala per day, for each day they are non-compliant.

For individuals on board vessels or passengers of flights, a fine of $2,000 tala is applied if a breach of protocol is confirmed.

FLIGHTS TO AND FROM SAMOA BETWEEN MARCH – JUNE 2021

02 April 2021 – An Australian military plane carrying army personnel will land in Samoa for refueling over a 2 hour period on route to USA. The 21 anticipated passengers of this flight do not have permission to disembark and shall remain on board.

03 April 2021 – Special flight to bring in overseas people to work in various Government Ministries, and to repatriate Australian citizens currently in Samoa.

26 April 2021 – Repatriation flight for Samoan citizens in the US and Europe who were supposed to have returned on the postponed December 2020 flight. This flight is to be operated  by Fiji Airways.

30 April 2021 – Chartered flight from China to bring in 80 contract workers intended to work on 1) The Apia wharf extension project, 2) development of vegetable gardens and 3) Construction of Police Academy.

AMERICAN SAMOA AND TOKELAU 

Samoa Airways and Talofa Airways are given the opportunity to apply for flights between the 2 Samoa’s, however, under set protocols including strict adherence to Samoa’s border health regulations and pre-departure testing, and permission from both Samoa’s NEOC and the Government of American Samoa. A list of passengers is required to be submitted to MFAT.

Similarly travels to and from Tokelau may continue unless Samoa MFAT or NEOC says otherwise.

All existing SOE orders remain for Samoa including the extended hours of business announced in January and the eased restrictions from December 2020.
